General Membership Meeting
February 8, 2018


The General Assembly meeting of American Legion Post 372 of February 8, 2018 was held at the Mandarin/St Johns Elks Lodge #2866.  


The meeting was called to order at 7:04pm by Commander Painter.  


Opening ceremonies were conducted. 


The Commander recognized Joe Maltese, Commander of Squadron 372 and Director of Chapter 372 and Past Commander Dan Hempsall.


Roll Call of Officers


Roll call of Officers was held, and it was determined that a quorum was present. Sergeant-at-Arms Lawn and Executive Board Member Hunt were absent.

Motion to approve new and transferring members was made and seconded. The motion passed unanimously. 




Motion to approve the minutes of the January 11, 2018 meeting as posted on was made and seconded. The motion passed unanimously.


Finance Report


Motion to approve the Finance Report, subject to audit, was made and seconded. The motion passed unanimously.




  1. The Department’s newsletter, The Legion Link, was passed around.

  2. A blank copy of the Consolidated Post Report (CPR) was passed around.


Officer’s Reports


The Commander’s Report is attached.


The Vice Commander’s report is attached. He noted that the Sporting Goods Raffle tickets are available. Cost is $10/ticket with only 250 tickets sold. He noted that he will be the point of contact for tickets and monies collected. Flyer is attached.


The Adjutant’s report is attached.


The Chaplain noted that he attended the 5th District’s Four Chaplains Ceremony and added that members should attend one should they have the chance. It is a very emotional experience.

Committee Reports


Executive Board: The Commander noted that the Executive Board meeting was very productive and that we are working on ways to raise money. He added that our membership is over 100%.


Audit Report: Executive Board Member Sullivan oversaw the Post’s audit and stated that the Post is in great shape in terms of documentation and following the laws of the State and the rules of the American Legion. Executive Board Member Hughes noted that Steve Sullivan did an excellent job on the Post’s quarterly audit. (Note: The Audit is available online at


Americanism: February is Americanism Month. Post 372 is active in Americanism by placing Flags on the graves of Veterans, Flag Retirement Ceremonies (next on June 14th on Flag Day), and visiting Clyde E. Lassen Veterans Home to help with Bingo. The Commander noted that he has a huge number of Flags needing retirement. Dan Hempsall noted that he would see if the Boy Scouts would be willing to hold a Flag Retirement Ceremony before June 14th.


Blood Drive: If you donate blood, you can direct the donation to the American Legion for Post credit.


Boys State: Boys State interviews will be held on February 24th at the Mandarin South Library from noon to 3pm.


Branding Committee: The Committee is focusing on the Legion’s Four Pillars: Veterans Affairs & Rehabilitation, National Security, Americanism, and Children & Youth. The Committee will meet twice a month. One of the meetings will be before the monthly General Meeting and the other date/time is TBD. The Committee is looking at who we are and why we’re here.


Cancelled Stamp Program: Marty Kaufman presented the Commander with a 50th-Anniversay USPS American legion Cancelled stamp. He asked if we could work on a resolution to have a 100th Anniversary USPS Stamp printed.


Motion to make a Resolution to have a 100th Anniversary USPS Stamp printed was made, seconded, and passed unanimously.


Law & Order: A letter is being drafted to send to JSO. Awards will be presented at our May meeting. Details will be forthcoming at a future meeting.


Meals: Early Bird Dinner is scheduled for March 10th at Post 233. A cookout is in the works for April.


JROTC: Martin Schwartz and his wife agreed to represent Post 372 at drill meets.


Oratorical: Evan Collins is the Post 372 winner and will be representing us at the 5th District Competition. His prepared speech was, “A Need for Compromise”.


PROJECT: VetRelief: Post 372 has raised $121.71 towards PROJECT: VetRelief’s membership challenge of $117, which is $1 per member. This money also counts towards the 5th District goal of $1000 per Post.


PROJECT: VetRelief assistance compared to last year:


July – December 2017: 57 cases helped at a total of $46,753.85.

July – December 2018: 68 cased helped at a total of $64,384.39


An increase of 11 cases at a total of $17,630.54


School Medals: Requesting nominations begins in January.


Teacher of the Year: Requesting nominations begins in January.

Old Business  

Joe Maltese, Commander of Squadron 372 and Director of Chapter 372 spoke about the benefits of having an SAL Squadron at the Post. The SAL is a program of the American Legion and sons, grandsons are eligible. He then reported that Riders Chapter 372 is doing great. He added that he is working with the Commander to have a Harley Davidson motorcycle raffle. He reported that we can purchase a bike at wholesale with no sales tax that we would then raffle off for $100/ticket. He added that for every bike purchased at Space Coast Harley Davidson, they will donate $1,000 to Post 372 if we mention the Post.

There will be two Hot Dog Giveaways on Monday, February 19th. One will be held at Hagan Ace Hardware on San Jose Blvd and the second one will be held at Thompson Ace Hardware on Old St. Augustine Road. A sign-up sheet was passed around for volunteers and donations.


New Business

The Commander reported that the Adjutant had purchased two new banners for the Post at a cost of $78.33 because we are having two hot dog giveaways simultaneously and the old one has a typo. She also purchased the raffle tickets at a cost of $41.73. The total to be reimbursed, if approved, would be $120.06.


Motion to reimburse the Adjutant $120.06 for banners and raffle tickets was made, seconded and passed unanimously.


For the Good of the American Legion 


Dan Hempsall reminded everyone that Legionnaires cannot purchase alcohol from the Lodge, but must be signed in as a visitor and an Elk can purchase the drink for them.


Joe Maltese reported that Chapter 372 participated in the Four Chaplains Ceremony with a great turn out of five riders.


Upcoming Events


  • On February 18, 2018 at 10:00am, Chapter 372 will receive their Charter from the 5th District Riders Director. The meeting will be held at Elks Lodge and Breakfast will begin at 9:00am for $6/person.


  • February 24th from 10:30am to 1:00pm – 1st Quarter Gathering of Veterans by Vets4Vets at the Prime Osborn Convention Center.


  • The next Executive Board meeting will be held on Tuesday, March 6th, 2018.


  • The Adjutant is working on the submission for the Post Excellence Award and will put the criteria online.

  • The next General Membership meeting will be held on March 8th, 2018.


  • The next District meeting will be held on Sunday, March 11th, 2018 at Post 194 in St. Augustine.
