General Membership Meeting
September 14, 2017

The General Assembly meeting of American Legion Post 372 of September 10, 2017 was held at the Mandarin/St. Johns Elks Lodge #2866.


The meeting was promptly called to order at 7:00pm by Commander Painter.  The Meeting Agenda is attached.


Opening ceremonies were conducted.


The Commander recognized Past Commander Dan Hempsall, Post 372 Boy’s State Delegate Ethan Hammeh, and Ethan’s father, Richard Hammeh.

Roll Call of Officers was held and it was determined that a quorum was present. Chaplain Jenkins, Executive Board Member Hunt, and Executive Board Member Nichols were absent.

Motion to approve the minutes of the August 10, 2017 meeting as posted on was made and seconded. The motion passed unanimously.

Officer’s Reports


The Commander thanked everyone for coming considering the rough week between Hurricane Irma and the subsequent cleanup.


First Vice Severns reported on membership. He noted that we are in second place  in the 5th District with 81.197%.  Report is attached.


Service Officer Litsky reported that he had one contact.

Executive Board Officer O’Connor reported that he is waiting for a new Chairperson to take over the Oratorical Competition so that he can help them get set up and running.


Boys State Chairman Tom Schneider stated that he was a Boys State delegate in 1970. He then reported that Post 372 sent four boys last year, with two running for office. He then introduced Ethan Hammeh, from Creekside High School, who attended Boys State last year.


Ethan thanked Post 372 members for allowing him to speak. He stated that Boys State was hard but it was also a life-changing experience. He noted that it humbled him and gave him confidence. He stated that he went to the program with plans to become an attorney, but after becoming a judge at Boys State his aspirations have changed and he wants to become a judge. He said being a judge, “hit the spot for him.” He was able to try real situations, such as capital punishment cases. He noted that it was an incredible experience where he met a lot of great people. He explained that his room mate had to give his speech for him because he had gotten food poisoning and could not speak. He noted that his room mate was struggling, but stood up and spoke for him because he saw how much the election meant to Ethan.


Old Business


Oktoberfest volunteer dates and times will be emailed to members. The Commander asked that members sign up as soon as possible. Thirty bodies are needed to fill slots so that the Post can earn $2000.


The Chairmanship of the Oratorical Committee is still vacant. Members are encouraged to contact the Adjutant if you are interested in volunteering.


The Labor Day Hotdog Giveaway earned $286.56 along with a donation of $50.00 for a total of $336.56.


The Car Show and Gun Raffle were tabled until Ray Balaguer is present at a meeting as he was the Chairman of the Car Show Committee.


New Business


The Commander noted that the SAL Commander, Joe Maltese, is working on forming a Riders Chapter at Post 372. It was noted that Riders Chapters are huge fundraisers and also bring in new members to the Post since all Rider’s members must be a member of the Legion, Auxiliary, or SAL in good standing in order to become a Rider. The motion is attached to these minutes and will be voted on at the next general meeting.

The Commander stated that Post 372 needs a place to store supplies and other Post property. He noted that he had found a trailer on Craigslist that was relatively inexpensive. A member suggested that the Elks Club may allow us to build a shed that would not have the registration and insurance expenses that come with a trailer. The topic was tabled until the next Executive Board meeting.


First Vice Severns presented the proposed budget for Post 372. After discussion the following motion was made. The approved budget is attached.


Motion to approve the proposed budget, subject to change via future Post 372 votes, was made and seconded. The motion passed unanimously.


The Adjutant reported that the Elks Club is hosting a Casino Night in October and asked if Post 372 would consider sponsoring a table for $250. She added that a 43” Television had been donated to the Post to raise money. The television will be raffled off to help cover the costs of the sponsorship.


A motion to sponsor a table at the Elks Club Casino Night for $250 was made and seconded. The motion passed unanimously.


The Commander reported that the Post’s Chaplain, Tony Jenkins, has relocated and can no longer serve as our Chaplain. He asked that anyone interested in assuming this position please contact the Adjutant.

For the Good of the Legion


Flag disposal will occur on September 23rd between 10am and 2pm at the Elks Lodge. Volunteers are needed to assist with the cleanup that is happening at the same time.


Blood donations are needed. Legionnaires are encouraged to donate if they are able because the hurricanes have decimated Red Cross supplies.


The meeting was adjourned at 8:17pm.
